This is an issue that must be noted.

0:10

It is not required that the Muslim ruler be perfect.

0:17

There are shortcomings. There are concerns.

0:21

There are violations. But unless it reaches the point of disbelief.

0:27

We are commanded to hear and obey him.

0:32

"Unless you see open disbelief."

0:37

"Unless you see open disbelief."

0:42

"As long as they establish prayer among you."

0:46

Then it is obligatory to obey them and to join them.

0:51

Because that brings much good to the individual and society.

0:58

Because it brings security and stability.

1:05

And it also brings great benefits.

1:13

"Adhere to the Muslim community and its imam."

1:17

And this does not mean the ruler must have authority over all Muslims.

1:29

This may be impossible, and it has been so for long periods.

1:35

Since the Abbasid caliphate fell.

1:39

And Muslims are spread across regions and lands.

1:47

Each region and each large country has a Muslim ruler over it.

1:54

There are many Muslim rulers.

1:56

Each one oversees his own province and region.

2:03

Yes. The people of the region and country obey their ruler.

2:09

And the others obey their ruler.

2:12

This has existed among Muslims since the Abbasid caliphate fell.

2:20

Muslims are divided into Islamic states.

2:25

So everyone under a state must obey its ruler.

2:31

And remain with its community.

2:36

This is how the Muslims have been.

2:39

Because there are those now calling for general authority.

2:44

They say there is no hearing or obedience unless the ruler is over all.

2:49

as it was in the time of the Messenger.

2:51

the Rightly Guided Caliphs and the Umayyad state.

2:57

Yes, if that happened, fine. But that has ended; it doesn't happen now.

3:03

Should we leave hearing and obedience until that comes?

3:07

Then come division, strife, and fighting. And the enemy intervenes among us.

3:14

Do we say, 'We await general authority'? No. This is not permissible.

3:17

And no one says this except a person with no faith.

3:23

Or a person who has no knowledge or fiqh in the religion of Allah ﷻ.

3:29

After the fall of the Abbasid state.

3:33

Muslims continued obeying their rulers.

3:38

Did they remain so? May Allah grant well-being.

3:42

They continued upon guidance, praise be to Allah.

3:46

Allah ﷻ says: "Fear Allah as much as you are able, and listen and obey."

3:55

Fear Allah as best you can.

3:58

If the whole matter can't be done, don't abandon it entirely.

4:03

This is a matter that must be noted.

4:07

For there are those who oppose it.

4:13

Either deliberately or out of ignorance. So we must know this.
